ENTSOG - Data exchange based on the AS4 messaging protocol in accordance with Regulation (EU) 2015/703 (interoperability network code, INT NC)
Under Articles 20 and 21 of the Commission Regulation (EU) 2015/703 establishing a network code on interoperability and data exchange rules, transmission system operators and so-called "counterparties" are obliged to introduce and apply the data exchange solutions defined in the INT NC.
Counterparties within the meaning of the INT NC are network users active at one or more network interconnection point(s) as well as those at virtual trading points. It is imperative that document-based communication for the exchange of messages related to nominations and existing capacity is based on the Edig@s-XML message format and the AS4 technical transmission path in accordance with the ENTSOG AS4 Usage Profile . AS4 data exchange in accordance with the requirements of the Federal Office for Information Security (BSI) and decision BK7-19-001 by the Federal Network Agency (BnetzA)
Decision BK7-19-001 of 22 November 2023 by the BnetzA – at the instigation of the BSI - has resulted in a realignment of market communication in the gas sector. The current procedures and regulations regarding the use of e-mail and AS2 ceased to be valid. In this regard, the AS4 communication protocol has been launched that uses certificates created via smart metering public key infrastructure (PKI).
