Transmission and transport network operators launch joint market survey on infrastructure requirements for electricity and hydrogen

In preparation for the creation of the scenario frameworks for the 2027 electricity, gas and hydrogen network development plans, the electricity transmission system operators (TSOs), the gas transmission system operators (TSOs) and the hydrogen transport system operators (HTSOs) are jointly conducting a market survey on the infrastructure requirements for electricity and hydrogen among existing and potential customers from 3 February 2026 to 13 March 2026. For the survey, the network operators have further developed their web applications for the last joint market survey from 2024.

In accordance with the Energy Industry Act, the TSOs, DSOs and WTNBs are responsible for drawing up network development plans (NEPs) for electricity, gas and hydrogen. At the beginning of each NEP, scenario frameworks are defined, with national energy and climate policy objectives as well as specific requirements playing a decisive role. The comprehensive restructuring of the energy landscape is leading to numerous new projects, consumers, producers and storage facilities. In order to offer these players planning security with regard to future energy supply, it is crucial that network operators are aware of the specific needs of the industry.

The survey on infrastructure requirements for electricity and hydrogen is intended to provide an appropriate planning basis for the development of energy infrastructures in Germany. Coordinated planning data on power-to-gas plants> 10 MWel and hydrogen power plants is particularly relevant for consistent infrastructure planning in these two sectors. In addition, transmission and long-distance network operators use the market survey to identify other connection customers who are only connected to one of the two infrastructures. For transmission network operators, this includes large battery storage facilities, data centres, power-to-heat plants and planned load increases at industrial sites (each with a connection capacity of10 MWel or more). The transmission system operators also record hydrogen storage facilities and hydrogen consumers with a withdrawal capacity of20 MWth or more via the market survey.

The network operators are offering a joint public webinar on 12 February from 10 a.m. to 12 p.m. to answer questions from market participants and distribution network operators. Registrations will be possible from 3 February via the infrastructure requirements survey platform.

Market participants are called upon to report their requirements by 13 March 2026 at https://infrastrukturbedarf-abfrage-nep.de/. By participating in the market survey, respondents are supporting integrated infrastructure planning for the energy system of the future.
