The transmission system operators Thyssengas and OGE have reached an agreement with the Westfälisch-Lippischer Landwirtschaftsverband e.V. (WLV) on a framework agreement for the acquisition of rights for the Emsbüren–Dorsten hydrogen pipeline project. The framework agreement applies to the section of the pipeline in North Rhine-Westphalia and forms the basis for the forthcoming consultations with the affected owners and managers of agricultural land. It sets out common guidelines for the acquisition of rights, thereby providing transparency and guidance for the next steps.
“With this agreement, we have reached an important milestone for the project. We value the constructive dialogue with the Westphalia-Lippe Agricultural Association. On this basis, we now wish to engage in face-to-face discussions on the ground and explain the further course of action in a clear and comprehensible manner,” says Hubert Jesolowitz, project manager for the Emsbüren-Dorsten H₂ pipeline.
“The joint framework agreement is the result of a constructive and solution-oriented dialogue between Thyssengas and the WLV. Our aim was to create framework conditions for the local farmers that are as reliable, fair and transparent as possible for the upcoming project. With the framework agreement now in place, we have succeeded in establishing important joint guidelines and thus creating a sound basis for further discussions. I am therefore very pleased with the outcome achieved and that we have been able to establish a clear and reliable basis for our members to take the next steps,” explains Hubertus Beringmeier, President of the Westphalia-Lippe Agricultural Association.
In November 2026, Thyssengas plans to hold several information events for the affected landowners and farmers in the NRW pipeline section. At these events, the framework agreement will be presented jointly with the WLV, and information will be provided on the next steps in the acquisition of rights. The events will also offer those affected the opportunity to clarify any outstanding questions directly with the project team.
About the project
With the construction of a new hydrogen pipeline approximately 100 kilometres long between Emsbüren and Dorsten, Thyssengas (project developer) and OGE are creating a direct link between planned core hydrogen network projects in the Emsland and the Ruhr region. The pipeline forms part of the north-south corridor, which is intended to transport hydrogen from the North Sea coast and the Netherlands towards the Ruhr region. The project thus strengthens supply prospects for industry, small and medium-sized enterprises and local authorities, and contributes to the development of a sustainable hydrogen infrastructure. Thyssengas is currently preparing the documentation for the planning approval procedures in North Rhine-Westphalia and Lower Saxony. The applications are due to be submitted in early 2027.
