Information regarding AS4 data exchange according to Regulation (EU) 2015/703 (NC Interoperability)

According to Art. 20, 21 of the Commission Regulation (EU) 2015/703

of 30 April 2015 establishing a network code on interoperability and data exchange rules (“NC INT”), transmission system operators and their “counterparties” are required to implement and use specified common data exchange solutions.


According to the regulatory action BK7-16-042 (dated 12th April 2016) by the German regulatory agency the deadline for the implementation and application of such common data exchange solutions is 31st January 2018. Existing data exchange solutions can only be used until that date.


Counterparties are defined as network users being active at interconnection point(s) or as network users being active at both interconnection point(s) and the virtual trading point.

From 1st February 2018 the following document based communication can only be conducted based on the AS4-protocol and Edig@s-XML-messages (today in use: AS2 and EDIFACT):

As first steps towards the implementation of the data exchange solution it’s necessary to install an AS4-adapter on the counterparties’ side (either directly or via a service provider) and then to test the AS4-connection. For this purpose, Thyssengas will use the „AS4 Usage Profile V3“ developed by ENTSOG (European Network of Transmission System Operators for Gas, rf. to „AS4 Usage Profile V3“ After the successful establishment of an AS4-communciation the implementation of the Edig@s-XML-messages can be initiated.

The change of data exchange solution calls for a timely start of the implementation and requires certainly more than just to update existing systems. Hence, if your company has not yet been directly contacted and considers itself being a counterparty according to NC INT please contact us via
